Information About The Funds
*Title I, Part A (School Improvement) For schools that have high concentrations of students from families that live in poverty in order to help improve teaching and learning for students most at risk of failing to meet state academic achievement standards.  Some uses of funds are to:

·      save and create jobs

·      advance reforms  

·      provide opportunities to improve teaching and learning

·      support early childhood programs and activities

·      identify and train highly effective teachers to serve as instructional leaders and allow for collaboration among instructional staff

·      to establish intensive training to use a new reading curriculum in schools in corrective action or restructuring to improve students’ oral language skills and vocabulary 

·      build teachers’ capacity to address academic achievement problems

·      strengthen and expand early childhood education by providing resources to align a district-wide Title I pre-K program with state early learning standards and state content standards for grades K-3

·      provide professional development to teachers in Title I targeted assistance programs on the use of data to inform and improve instruction for Title I-eligible students

·  use reading or math coaches to provide PD to teachers in Title-I targeted assistance programs

 

*IDEA (Individuals with Disabilities Education Act) Part B (Special Education) These funds are to help ensure that children with disabilities,
  including children aged 3 to 5, have access to free,
  appropriate public education to meet each child's unique needs and prepare the child for further education, employment and independent living.
  Some uses of funds are to:

·      provide intensive district-wide professional development for special education and regular education teachers that focuses on scaling-up proven and innovative evidence-based schoolwide strategies in reading, math, writing and science

·      expand the capacity to collect and use data to improve teaching and learning 

 

 *IDEA (Individuals with Disabilities Education Act) Part C  Similar to Part B above except these funds are specifically for infants and toddlers. 
  Some uses of funds are to:

·      provide inservice training on evidence-based practices to EIS program staff and EIS providers to ensure that infants and toddlers with disabilities and their families receive  high quality early intervention services in a timely manner

 

Early Reading First This program supports the development of early childhood centers of excellence that focus on all areas of development, especially on the early language, cognitive, and pre-reading skills that prepare children for kindergarten and continued school success and that serve primarily children from low-income families. Some uses of funds are to:

·      enhance children's language, cognitive, and early reading skills through professional development for teachers

·      provide early language and reading development and instructional materials as developed from scientifically based reading research

·      provide preschool-age children with cognitive learning opportunities in high quality language and literature-rich environments

·      use screening assessments to effectively identify preschool children who may be at risk for reading failure

·      improve existing early childhood programs by integrating scientifically based reading research into all aspects of the program (including instructional materials, teaching strategies, curricula, parent engagement, and professional development)

 

Title I, Part B (Reading First)  This program provides assistance to states and school districts in establishing scientifically-based reading programs in kindergarten through third grade classrooms to ensure that all children can read at grade level or above not later than the end of grade 3.  Some uses of funds are to:

·      purchase scientifically-based reading materials, and all core and supplemental/intervention materials based on the five scientifically-based elements of reading instruction -- phonemic awareness, phonics, vocabulary, fluency, comprehension

·      increase teacher professional development to ensure that all teachers have the skills they need to teach scientifically-based instructional programs

 

Title II, Part A - Teacher and Principal Quality Training and Recruiting Fund The purpose of the program is to increase academic achievement by improving teacher and principal quality. Some uses of funds are to:

·      increase the number of highly qualified classroom teachers, principals and assistant principals

·      provide LEAs flexibility to creatively address challenges to teacher quality, whether they concern teacher preparation and qualifications
of new teachers, recruitment and hiring, induction, professional development, teacher retention, or the need for more capable principals
and assistant principals to serve as effective school leaders

 

*Title II, Part D - Technology Enhancing Education Through Technology

·      The purpose is to provide assistance for implementation and support of a comprehensive system that effectively uses technology to
improve student academic achievement.
 

Title III - Language Instruction for Limited English Proficient and Immigrant Students    This is to help ensure that LEP children, including immigrant children and youth, attain English proficiency,
develop high levels of academic attainment in English, and meet the same challenging State academic content and student academic achievement standards as all children are expected to meet.  Some funds
can be used to:

·     provide SEAs and LEAs flexibility to implement language instruction educational programs, based on scientifically based research on
teaching LEP children, that the agencies believe to be the most
effective for teaching English
